Civilian Pay Technician (OA) - Department of Veterans Affairs - Harrison, IN





This position is located in the Payroll section of Fiscal Service . Actual physical location is at Fort Benjamin Harrison . The primary purpose of this position is to ensure proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations. These actions affect employees under the General Schedule, Federal Wage System, PMRS, Executive Service and Veterans Health Services and Research Administration.

Specific job related functions include the following:


  • Auditing and reconciling time and attendance records to insure accuracy of paid hours (for full time and part-time employees, temp, INT, or trainees).

  • Auditing leave charges, balances and accruals for proper certifications.

  • Researching and coding changes to employee’s Master Record, including such items as Federal taxes, health insurance, uniform allowances, subsistence, annual leave balances, sick leave balances, union dues, mil. leave, etc.

  • Researching and coding of pay adjustments to normal pay, locality pay, night differentials, overtime, holiday pay, Sunday and Sat. premium pay, nurse and physician pay, etc.

  • Working independently to resolve payroll issues that affect employees’ pay and leave.

  • Determining the completeness, accuracy, internal consistency and propriety of pay action and ensures they are made in accordance with compensation and related pay scales, rules, regulations, and instructions.

  • Properly documenting, processing and withholding special pay entitlements.

  • Making complex adjustment which may involve transfers between pay systems differing in pay, leave, and benefit entitlements.

  • Researching back pay claims, which may involve different fiscal years, pay levels, and duty stations.

  • Reconciling questionable actions with Human Resources Management services.

  • Researching individual leave records on employees that separate from the agency, transferring to other agencies or terminating.

  • Preparing training materials and training new timekeepers within 30 days of appt.

  • Providing information and counseling to employees regarding various actions.

  • Responding to written and verbal inquiries from employees, supervisors, payroll offices of other agencies, timekeepers, HR Offices, State Unemployment Office, financial institutions, mortgage companies, etc.

Work Schedule: Monday through Friday, 8:00am – 4:30pm
