About the Position: Serves as a natural resource management specialist for a major water resource project. Performs a variety of assignments involving all aspects of project operations, including natural resources, recreation, flood risk management and navigation. Responsibilities include long and short range planning, administration, coordination and management of various project activities in the areas of fish and wildlife management, soil conservation, forest and range conservation, water quality, environmental stewardship, recreation, park administration, public relations, visitor assistance, public safety, historic properties management, real estate actions, dam and appurtenant structure surveillance, pool and outflow surveillance, gate operations and other related fields.

Duties


  • As a Natural Resources Specialist (Ranger), you will participate in the development of various planning documents, including Master Plans and Operational Management Plans (OMP), for management of the project’s man-made and natural resources.

  • Assist with the coordination of short-range planning and execution of all activities related to one or more of the following programs: recreation and park administration, forestry, fisheries and wildlife, shoreline stabilization, pest control, soil conservation, boundary surveillance, water quality monitoring, mining, contract administration, historic properties protection, public education and interpretation, visitors’ assistance, and public safety.

  • Assist in developing and implementing specific land use plans for the project; apply financial management systems, e.g. CEFMS, P2, and related electronic programs and business functions.

  • Review plans proposed by others on government land and provides recommendations for modifications.

  • Participate in conservation, preservation, restoration and use of project natural and cultural resources.

  • May be required to perform wildfire suppression duties.

  • Prescribe and implement resource management actions that promote biodiversity and native species re-establishment.

  • Work with other fish and wildlife specialists in the district and in coordination with state and federal wildlife management agencies.

  • Perform tasks associated with dam/tower operations such as gate operations, dam inspections.

  • Perform surveillance on the dam and appurenant structures in relation to pool and outflow.

NOTE: Much of the work is conducted outdoors. It requires a considerable amount of physical activity while performing resource management duties, conducting field inspections, and accomplishing park and dam management projects. Walking and climbing through dense vegetative growth or over steep terrain may be required. Exposure to working in extreme weather conditions in the summer and winter. The outside work is conducted in parks or on other managed lands and may be in areas of rugged topography or thick vegetation. Contact with poison ivy, ticks and mosquitoes is a common field occurrence. .

Qualifications

For the GS-05 level: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Combination of education and experience. Courses equivalent to a major, plus appropriate experience or additional education.


For the GS-07 Level: One year of specialized experience using biological practices, principles and techniques sufficient to assist in the recommendations of planning and implementing environmental, recreational and natural resource management activities at a water resources project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).


For the GS-09 Level: One year of specialized experience using biological practices, principles and techniques sufficient to assist in the recommendations of planning and implementing environmental, recreational and natural resource management activities at a water resources project. Experience in natural resource management and related laws, policies and regulations as it pertains to biodiversity, threatened and endangered species, wetland protection, cultural resources and/or agricultural lease program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


  • Biology practices, principles and techniques

  • Recreation management

  • Natural resource management related laws, policies and regulations

  • Oral and written communication

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below as may substitute for specialized experience:


Basic education requirements for the GS-05: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.


Education Substitution at the GS-07 Level : Superior Academic Achievement: Bachelor’s Degree with a minimum GPA of 3.0 or higher over a four year course of study or 3.5 GPA over final two years of study or in the upper third or graduating class of college, university or major subdivision such as College of Liberal Arts, School of Business, etc. or one full year of graduate level education. OR Combination of Education and experience at the GS-07 Level: less than one year of Specialized Experience and less than one year of graduate-level education. Compute the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).


Education Substitution at the GS-09 Level: masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Combination of Education and experience at the GS-09 Level: less than one year of Specialized Experience; and less than two years of graduate-level education. Compute the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then subtract 18 from your semester hours of graduate education and divide by 18; or subtract 27 from your quarter hours of graduate education and divide by 27. Add the two percentages.
