POSITION SUPERVISES: Employment Consultants


EDUCATIONAL REQUIREMENTS : Bachelor’s Degree (BA/BS) in Behavioral Science,Special Education, Business, or related field


EXPERIENCE REQUIREMENTS: Two years experience in rehabilitation orbusiness community / Supervisory-Sales experience is helpful

  • Must have a safe driving record and hold a valid driver’s license

  • Must be capable of occasional transferring and lifting of individuals – if needed

  • Must be capable of providing services in any setting, i.e. facility, community, vehicle, etc.

  • Must obtain certification and be able to implement CPR, First Aid and NVCPI within 1 month of employment (or earliest available training). Training provided and/or paid by C.A.R.S.

  • Must be free of communicable disease.

  • Must not have any evidence of abuse or fraud in any setting

  • Must not have been convicted of a violent crime or crime related to a dependent population

  • Must not have repeated or substantial violations of applicable laws and rules in operation of any type of residential, health or developmental program in the care of dependent persons.

  • Must be familiar with Microsoft Office programs

  • Must have proof of auto insurance.

  • If applicable – must have safe, dependable transportation with insurance and be willing to transport individuals in own vehicle.

  • If applicable – must obtain Public Passenger Chauffeur’s License within 1 month of employment.

JOB SUMMARY: The Area Employment Service Manager is responsible for assisting the Director of Industrial Operations with overseeing the day to day operations of Employment Services as well as monitoring performance and assisting Employment Service staff.
DUTIES:

  • Acquaint employers, clients, and families with Vocational Rehabilitation and Employment Service programming.

  • Provide case management for clients in Supported Employment, including, but not limited to:

  • Write Individual Plans for Employment Services (IPES) with the client, VR counselor, Employment Consultant and others attending the initial meeting.

  • Develop IPES objectives and training methodology for implementation of IPES objectives

  • Communicate IPES information to all parties involved in implementation

  • Distribute and file IPES and objectives in accordance with in-house specifications, State and Federal regulations and Accreditation requirements

  • Ensure implementation of all objectives and services prescribed by IPES

  • Organize, coordinate, prepare annual progress reports, assess achievement, and recommend revisions in Annual plans or IPES plans if needed

  • Assemble and maintain accurate and complete client files in accordance with in-house specifications, State and Federal regulations and Accreditation requirements.

  • Make referrals for ancillary services and coordinate changes in consumer placement as needed

  • Provide job development and training for people with disabilities referred by Vocational Rehabilitation for competitive employment job in the community.

  • Assign and monitor caseloads for each Employment Consultant assigned to their office of responsibility.

  • Assist Employment Consultants in job match and placement of clients.

  • Provide tax credit information to new employers, complete paperwork necessary for employer to receive tax credit.

  • Provide and ensure ongoing support services for workers with special needs placed in employment settings in the community to assist them in adjusting to and maintaining their employment

  • Support and interact with family, employers and other service providers, to ensure successful worker adjustment and performance.

  • Maintain good working relationships and close communication with the referring VR Counselor, the person(s) in the employment situation who will be supervising the client and with co-workers as appropriate.

  • Be available to clients whose job may vary from standard daytime and weekday work schedules – Be flexible in terms of days and hours worked.

  • Oversee Employment Service team performance by becoming familiar with community employment jobs, including specific duties, which must be performed, and working environment involved in the jobs.

  • Oversee Employment Service team performance by learning the duties of selected jobs sufficiently to provide ongoing training of the client in the work setting, and to provide periodic back-up coverage in the work setting – ensuring consistency for client workers and meeting employer expectations.

  • Oversee Employment Service team performance of ongoing behavior skills training for the client in respect to skills involved in the job as well as applicable work rules and social adjustment expectations in the job setting.

  • Update curriculums and assist with planning community employment services for people with disabilities.

  • Provide day-to-day supervision of and assist team members, including new staff training. Provide input on hiring, firing and performance appraisals.

  • Develop and implement staff orientation specific to the needs of new and old staff.

  • Prepare accurate reports on the client’s performance on the job as well as other types of reports which may be required to be maintained for the Employment Service program.

  • Ensure all Employment Service team member deadlines.

  • Monitor hours worked and productivity of the each Employment Consultant in order to achieve the highest level of service for the clients served.

  • Assist the Director of Industrial Operations in marketing C.A.R.S. services to potential clients, employers and various community entities.

  • Provide the Director of Industrial Operations a full audit of SEFA cases for the validity and efficacy of the true services needed.

  • Participate in monthly / quarterly / yearly program evaluations and revisions as deemed necessary

  • Attend all in-house or outsourced trainings as assigned by Director of Industrial Operations.

  • Maintain confidentiality of information according to agency policy and procedure

  • Exhibit cooperation, courtesy and a professional attitude in interaction with all staff, clients and the general public

  • Observe safe work practices. Report safety concerns to C.A.R.S. Safety Committee

  • Perform any other necessary and/or related duties as assigned by the Director of Industrial Operations
